Project content: The site of the wastewater plant is situated 900 meters south of the Nanhuan Highway and 50 meters west of the Langfang-Dacheng Highway, north of the Ren-Wen Main Channel. The plant covers an area of 39,000 square meters(58.5 Chinese mu). The West Town street wastewater pump-station covers an area of 1000square meters(1.5 Chinese mu). The total is 60 Chinese mu. The project includes the building of a wastewater processing plant with a capacity of 40,000 tons per day, the improvement project of the present complete water drainage networks and the construction of a wastewater pump-station. The waste water plant is to use advanced, mature and reliable processing technique. Which has the following properties: good adaptability to the quality and quantity of waste water, low energy consumption, small need of investment, small, land-covered area, easy to adjust, convenient for operation and management.
Total Investment and Source: The estimated total investment of the project is 9.02 million US dollars, including 8.99 million US dollars of fixed assets and 30,000 US dollars of circulating funds. The Chinese party is to invest 5.02million US dollars in the form of 50 mu of land and part of the circulating funds. The foreign party is expected to invest 4 million US dollars in cash.
Economic Benefit Analysis: When the project is completed, the water quality of the river system within Wen’ an County will be greatly improved. It will also reduce the pollution of underground water. Thus the living environment and eco-environment will be greatly improved.

Project Background: City Sanhe is located in the middle part of Hebei Province and adjacent to Beijing. It now has two districts, Sanhe and Yanjiao. It has a population of 430,000, of which 200,000 live in towns or the urban areas. Sanhe produce 140,000-ton garbage annually, most of which is from residential areas and a small part is from industrial areas or civil construction work. Sanhe has no complete landfill site for proper disposal. This exerts a negative influence on Sanhe’s environmental conditions and cannot conform to the standard of the State Sanitary Cities. In addition, Sanhe abounds in underground water reserves and has a high demand for the preservation. Therefore, sanitary landfill is very necessary to protect the underground water from contamination. With the quick development of Sanhe’s economy and city construction and with the furthering of the establishment of civilized cities, construction of state sanitary cities and comprehensive harnessing of city environment, the disposal of garbage has become a key issue for the deepening of reforms, expansion of opening up and improvement of people’s living standard.
